China Customs Just Released New Rules on Goods In and Out

June 21, China Customs released two documents about new changes of customs declaration for cargoes entering and exiting China. Under new rules, information on Customs Declaration Form, Bill of Landing and Manifest should perfectly match. 


Exporters and Importers are required to provide more specific information and effective documents to make their cargoes successfully go through China Customs inspections. These new rules will officially take effect from August 1, 2018.

New Rules for Export

1. Reporting to China Customs of the following information of cargoes in filling the Customs Declaration Form:

The overseas consignee

The location for cargo storage

The departure port

Country(region) of origin of cargoes

The certificate number and the mobile number of the specialist who fills the Customs Declaration Form.


2. New changes in filling the Customs Declaration Form to report more specific information: 


The column of "Shipper and Consignee" will be revised to " The Domestics Shipper".

The column of "Transportation Name" will be revised to "Transportation Name and Corresponding Shipping Number".

The column of "Export Port" will be revised to "China Customs Export Checkpoint". (Literally speaking, beyond borders, China Customs Checkpoints can be set up in the mainland and serve to cargo inspections, while ports are just connections for international logistics).

The column for "Attached Documents" will be revised to "Attached Documents and Corresponding Number".


3. The above changes are included when filling the Exported Cargo List Form to report the exported cargoes to China Customs and put on record. In this form, the Contract Number is required as well.  


New Rules for Import

1. Reporting to the China Customs of the following information of cargoes in filling the Customs Declaration Form:

The overseas shipper

The location for Cargo storage

The overseas departure port

The port for cargoes entering China

The destination country(region)

The certificate number and the mobile number of the specialist who fills the Customs Declaration Form.


2. New changes in filling the Customs Declaration Form to report more specific information: 

The column of "Shipper and Consignee" will be revised to " The Domestics consignee".

The column of "Transportation Name" will be revised to "Transportation Name and Corresponding Shipping Number".

The column of "Import Port" will be revised to "China Customs Import Checkpoint"

The column of "Cargo Loading Port" will be revised to "Shipment Transit/Layover Port"

The column for the "Attached Documents" will be revised to "Attached Documents and the Corresponding Number".


3. The above changes are included when filling the Imported Cargo List Form to report the imported cargoes to China Customs and put on record. In this form, the Contract Number is required as well. 


China Customs has made the inspection system have more teeth.


The regulation for Export and Import follows China's “Made in China 2025”  plan. As capital and cargoes can exchange in and out of China through international trading, China is working on building a more regulated business environment.
